Xàbia and the Generalitat sign an agreement to grant the city council the right of first refusal and be able to buy homes

The Second Vice President and Minister of Housing and Bioclimatic Architecture, Rubén Martínez Dalmau, and the Mayor of Jávea, José Chulvi, have signed an agreement for the transfer to the Town hall of the town of the right of first refusal and retraction for the acquisition of homes in the Marina Alta region, which will allow them to buy homes to meet the housing needs of their respective municipalities.

Martínez Dalmau has shown his satisfaction because there are already many municipalities that have joined this initiative of the Second Vice Presidency and "it is becoming a very effective mechanism for the expansion of the public housing stock to become a reality" in the municipalities of the Valencian Community.

As explained, through the trial "the city council of Xàbia will be able to acquire homes that they will later offer to the families of their municipality with the greatest needs, places that will become homes that will help them have a decent life."

In addition, this system by which the Administration has priority to buy at the same price as that offered in the sale, also "allows to optimize resources already available" and serves to "stop speculation and abuses of vulture funds, as well as occupations irregular ".

Martínez Dalmau has pointed out that being a tourist municipality, there are rents with very high prices, and access to housing still presents a greater difficulty in times of economic and social crisis caused by COVID-19.

A very important aspect of these agreements is that all the homes that are acquired through trial and error will be classified as official protection on a permanent basis, so they will be incorporated into your municipal public park.

The second vice president thanked the city councils for their involvement in joining this great fundamental initiative to create and expand the public housing stock. With the signing of the agreement, Xàbia can already opt for the subsidies that the Department has for this purpose, with a budget of 10 million euros for this year.

Another advantage offered by the transfer of this right to city councils is that it ensures greater proximity in the services provided in the area of ​​housing, an issue highlighted by the mayor of Xàbia.

There are dozens of the town councils of the Region and several associations that have adhered to this agreement with the Generalitat, as a result of Decree Law 6/2020, of June 5, of the Consell, for the expansion of public housing in the Valencian Community through the Rights of first refusal and withdrawal.

By means of this decree, the Generalitat can assign the preferential acquisition rights to the municipality where the dwelling object of trial or retraction is located, something that it may exercise directly or through a public entity in which it delegates the housing powers.

José Chulvi has stated that according to official data from Turisme Comunitat Valenciana, Xàbia has a total of 4.623 houses for tourist rentals; 1200 more than the 3.406 estimated by a municipal study at the end of 2019, which shows the great increase in this sector and its impact on the price of long-term rentals.

"Access to housing is one of the most serious social problems that we live in populations like ours," said the mayor, who has trusted that with the signing of this agreement the legal bases are established so that Xàbia can begin to have a public housing park.
