Temporarily paralyzed, the works of the CEIP Trenc d'Alba

The works of the Pla Edificant of the CEIP Trenc d'Alba will be delayed due to a temporary stoppage of work. The company responsible for the construction, Binaria Construcciones, has presented by entry registration to the Javea Town Hall a precautionary suspension of the contract, for three months, of the construction works alleging that it cannot face the monitoring of the execution in economic matters.

For a few weeks, the work team has stopped going to both buildings; that of the new dining room and kitchen and the creation of a gym. Likewise, the project also contemplates the reform and extension of the kitchen, the renovation of bathrooms and water installations, as well as the renovation of children's games.

The expansion works of the school began last September, coinciding with the start of school. Now the execution of these works that started on September 13 and had a term of 10 months is delayed. The works were awarded for 1.072.878,79 euros.

From the City Council, both the Department of Education, in charge of the mayor Montse Villaverdeand Mayor of Xàbia, José Chulvi, have informed the management team of the educational center and representatives of the AMPA about the situation and its evolution in the coming months.

The brief presented by the successful bidder alleges that the "disproportionate and generalized increase in raw materials both in the national and international markets" has affected the balance of the contract, leading to losses - which are expected to multiply - and is causing an "unpredictable impact in the time of the tender.

Chulvi has explained to the educational community that, for the moment, the company has not announced the definitive abandonment of the work, but has requested a postponement to see if the Government of Spain offers any response via decree law to this situation, which is seriously affecting public works and concessions in the country.

And it is that, the current law of contracts specifically prohibits the modifications of work that suppose the cost of the budget in more than 20%. A ceiling that, in a context like the current one of escalating prices in both raw materials and energy, transportation or manufacturing costs, is causing the paralysis of hundreds of public works, leaving the tenders deserted and the administrations that promote them without margin of maneuver

The Xàbia City Council is one of the administrations affected (in addition to this work, that of the CEIP Mediterranean has already been deserted twice) and for this reason the mayor, in his capacity as Deputy in Les Corts, has presented a Proposal Not of Law to ask the Government for a reform of the Law of Contracts that allows prices to be revised in exceptional situations such as that are being experienced and articulate a system for instant updating of the price databases on which the public contracting procedures are based.

Both Chulvi and the Councilor for Education, Montse Villaverde, have assured the Trenc d'Alba community of the full collaboration of the City Council to try to unblock the project, to exhaustively ensure that the security measures around the site under construction are intensified and to enable other open-air spaces school for sports or recreational use.
