The Official Gazette of the Generalitat Valenciana has published the regulatory bases for applying for the aid, those corresponding to the Housing Rental Aid Program and the Youth Rental Aid Program. In both, the rented dwelling must be the habitual and permanent residence of the tenant during the entire period for which the aid is requested.
One of the main novelties of the current call is the increase in the majority of the municipalities of the Valencian Community of the limits of the monthly rental income that may be eligible. More than 100 municipalities will benefit. Specifically, in Valencia it has been increased to 770 euros and in Castellón and Alicante to 680 euros.
Likewise, the processing of these grants will be facilitated through the collaboration of city councils and associations of the Valencian Federation of Municipalities and Provinces, together with the municipalities that make up the Xarxa Xaloc that will also collaborate to facilitate the procedures.
The general director of Housing Emergency and Social Function of Housing, Pura Peris, has affirmed that this year the requests will be made exclusively electronically, due to the fact that the health situation caused by COVID-19 is maintained. "We want to guarantee people's health and for this we are putting all the necessary means," Peris stressed.
In this edition, the Second Vice Presidency and the Department of Housing and Bioclimatic Architecture will allocate a total of 21.436.000 euros. Of these, 14.282.840 correspond to the Housing Rental Assistance Program and 7.153.160 euros to the Youth Rental Assistance Program.
Requirements to access the grants
The income of the persons who appear, or not, as holders of the rental contract must be equal to or less than three times the public indicator of income of multiple effects (IPREM).
The limit will be four times the IPREM in the case of a large family of a general category or of people with disabilities, and five times the IPREM in the case of large families of a special category or of people with disabilities.
People under 35 years of age can access these grants, or if it is a coexistence unit, all members must be of this age. Another requirement is not to have received any other aid for the payment of the rental income of the house.
In addition, it will not be compatible with perceptions of the basic emancipation income, nor with other aid for the payment of the rent of the 2018-2021 Housing Plan, nor with those that for this purpose may be granted by the regional administration, local entities or other administrations , public entities, non-governmental organizations or associations that provide assistance.
For the development of the Youth Rental Program, Pura Peris has stressed that "there will also be the collaboration of the Xarxa Jove service points" distributed throughout the entire territory of the Valencian Community. The objective is to give the widest possible dissemination of these aids to enable young people to have access to housing, thus contributing to their emancipation.
As Martínez Dalmau has underlined, this exclusive call "arises from the commitment of this Vice Presidency to the Valencia Youth Council to articulate an immediate response to the extreme housing situation suffered by youth."
