For Alcaraz, signing this code supposes "a brake on abuses of power and an instrument to monitor the action of public representatives". The conseller has stressed that if the consistories comply with these agreements and be integrated into the day to day, "relations with citizens would be more friendly, calm and based on trust and respect."

The Code of Good Governance combines clearly legal norms with criteria of conduct, democratic values and ethical principles such as integrity, sobriety, exemplariness, responsibility and cooperation, raising them to mandatory compliance by senior officials of the Council and public sector instrumental and of all those who voluntarily adhere to it.
