By extraordinary plenary session the public exhibition of the General Structural Plan has been voted, one more step has been taken to a new General Plan in Xàbia that renew the current Plan of the year 90, approved by the PSOE and that needs to be updated to the needs of the xabieros and xabieras.
I disapprove that this General Plan is exposed to the public without having any positive proposal from the councilors of the opposition, and I refer to the proposals of Citizens for Jávea, those of Compromís and those of the Popular Party. No opposition councilor has been able to debate and propose a city model for Xàbia.
In this legislature, from the 2015, the councilors of the opposition have not been allowed to participate in this General Plan, so political participation has been null and when the socialist government has been asked for the General Plan, we are always has called to meet shortly. The PSOE government team did not want to meet with the opposition and, unfortunately, in an extraordinary and urgent Town Planning Commission and in an extraordinary plenary session, we have received a General Plan.
The surprising thing is that the government has needed a year and a half to answer the allegations, it has convened the Urban Planning Commission and the Plenary, urgent and extraordinary, has not made the documentation available to the councilors, since the Commission and plenary session, nor by the messaging system of the Town hall, nor by the secretary and even so, the councilors who have only had hours to review it, prepare it and try to have a criterion for the Plenary, have stated that the forms are not fulfilled and that the content will impoverish us.
The not to make available to the councilors the documentation in the same convocation of the Commission and the Plenary is sufficient reason to request the annulment of the plenary session, this is what the law says so that the councilors fulfill their obligation to study and supervise such a matter important as it is a General Plan.
The mayor made a speech that had nothing to do with what was previously said by councilors, which is why Juanjo García, Councilor of the PP, took the word again to tell him that he had not heard anything that the councilors of all political parties had said before voting, or perhaps did not want to find out.
This General Plan will be the only thing that will result from this legislature, because everything else is in the air, it will be the General Plan of Chulvi, and is that the municipal government has taken care that the councilors do not participate, nor have a debate to analyze the feasibility of all the proposals presented by the citizens, nor is there a debate where more land can be requested for public, sports, welfare, educational and leisure areas, because all that land is the land that Xàbia needs for the next 25 years and so on the PP requested in their allegations.
The councilors of the PP have claimed the lack of participation from the start, and it was at this plenary when Chulvi has said that we do not worry, that if we have not had participation and debate, then that the debate that the councilors are asking will open now , with the last and brief public exhibition. Honestly, that is not public participation, a pity the time elapsed without working for the General Plan.
Now the intention of Chulvi has already been seen, and that with its majority it does not count or will have the opposition and that its initial pretension was to present its General Plan without participation and without having the councilors that represent an important part of Xàbia.
The People asked to discuss and agree on a model city for Xàbia, a model that foresees and reserves land for the needs of the next 25 years and not leave anything for later specific modifications, because the lack of land, equipment and infrastructures is what will bring speculation and will take jobs out of Xàbia.
In the Plenary, the mayor let us know that he feels worried because every day at the entrance of Xàbia there is an entrance of cars and people who come to work in our town, but what worries me is that, instead to go out, that the people of Xàbia leave their town to work. Clear examples we have them all in our families or in known companies of the town, or what has happened with the Tennis School of David Ferrer, with schools and residences, that have left Xàbia because in our General Plan there is no room for them.
The sustainability and the protection of the territory of the General Plan is the one imposed by the supramunicipal and sectorial plans, the patfor, the pativel .... Sustainability is not to prohibit everything, sustainability is to rationalize and plan with common sense and in view of the real and future needs of Xàbia. It will be an error not to prevent the necessary ground for new endowments and public and private equipment, teachers, sports, welfare, cultural ... and new infrastructures that facilitate the mobility of the municipal area, can not be planned in the short term.
