Opinion Rosa Cardona (PP): "The General Plan will be unviable with the new areas of internal reform"

The "new" General Structural Plan of Xàbia is in public information only for 20 days. It is important that we know what the city model will be and the future that the municipal government of the PSOE has foreseen for the next 20 years in Xàbia.

If we compare the current General Plan, (approved by the PSOE in the 90 year), with the General Plan that is in public information now, we find ourselves with more than opposite extremes.

And we say "new" Plan because in June of 2017 the first public exposure of the General Plan was made, and that Plan has nothing to do with the one that is currently subject to public information; so we are clear that two general plans had been prepared for Xàbia: one facing the gallery, exposed for 90 days, with the declassification of soil and another one that really wanted, only exposed 20 days, with the freezing of the Urban ground.

Well, citizens must be clear, that this is a new document that introduces major changes compared to the previous one, important changes that we want or will not result in blocking the future of our municipality.

Popular councilors have known the content of this new General Plan, like the rest of neighbors in public information itself, because the municipal government of the PSOE has been very careful that it was, avoiding the appropriate procedures and running to move forward the New General Plan, but why hurry?

And before the consequences and repercussions that can bring this new Plan, the Popular Party requested in the January plenary the extension of the term of public information, in order that citizens have access to the documentation of this new territorial model, and that the allegations presented were resolved at the exclusive discretion of the municipal government, without notifying them expressly and individually and resulting that the changes introduced in this new General Plan are not a consequence of the allegations presented, but of new criteria that have nothing to do with those submitted initially to public exposure.

Very important changes, such as: grouping the execution units together, or group them with consolidated urban land, and even group them with soil with approved programs, and in some cases with soils that are already developed, in which the owners have already ceded and paid the charges. All this delimiting a large areas of urban land that they call: ARI (Interior Reform Areas) and that of the 32 that have been created, it has gone from having 190.000 m2 (19 ha) of urban land deferred to 1.800.000 m² (180 has ).

The consequence will be that the small owners who were affected in an urban land execution unit and who could barely manage the cumbersome administrative procedures, will now be forced to come to terms with the large number of owners and also affected by the large areas of interior reform. So with this, we are very clear that the only ones capable of developing the ARI will not be the Xabieras and the Xabieros, but the large urbanization companies outside of Xàbia. Yes, those companies that the mayor warns us that they enter Xàbia in the morning.

If we also add that the "new" Plan has omitted that the management of the integrated actions can be carried out by the owners themselves, (as established by the urban legislation), resulting in the management of the integrated action can only be carried out by direct management, that is, by the Town hall (more than 20 years to develop the industrial estate), or by indirect management, by someone unrelated to the property.

Then, if the urban land is not developed then how will the provisions and equipment provided in the General Plan be obtained?

That also means that what there is now is what will be in the coming years, and that the work that we have now we have to share it among who we are and the new generations that will be incorporated. So the service sector, which is approximately 90% of the population, can already take care of what we have, because there will be no more. And those who see that they have no future here will have it very clear, they will be the ones who will leave every day of Xàbia to make a living.

A general plan is prepared to plan an orderly growth and foresee the necessary endowments and equipment for its population in a period of 20 years, that period is very long and the look to the future have to be planned, but if the intention of the municipal government it is difficult to develop urban land, here in Xàbia they have achieved it.

The natural thing would be that the municipalities as the years go by, grow, improve and regenerate their services and generate means of guaranteeing the work to their neighbors and neighbors, with respect for the environment. The capacities and resources that exist in the municipality are what make a municipality grow or become impoverished or ruined.

We find a "new" General Plan unfeasible, and that its inoperability will lead to zero growth, zero endowments, zero equipment, that means zero schools, zero sports zones, zero welfare zones, zero welfare, zero work and zero future, Is that what we want for Xàbia?
