Opinion José Vicente Català: 'Cultural heritage'

A few days ago, the Council of Ministers declared the musical Societies 'Intangible Cultural Heritage of Spain'. As stated by the same president of the Federation of musical societies, Daniela González, a historical recognition at the time that was most needed. This declaration recognizes the educational, social and cultural work, unique in the world, that the musical societies of the Valencian Community represent.         

I am surprised in different press articles that I have read, the times he mentions and highlights the work of the members of the Musical Societies as Volunteers. On reflection, I understand that it is very successful. After participating as a musician and also as a manager, more than 20 years in the Banda de Xàbia, I remember many moments lived musically, as well as many people: volunteers, music lovers. Many people who have contributed tireless work, as managers and, of course, as fellow musicians. Also highlight the dedication and good work of the directors of the Band, many rehearsals, many Da Capo.

I have many good memories of my youth spent in the Band. Although at this moment, I want to remember, because it was a moment of hope but also of uncertainty, the assembly in which it was agreed to transfer the School of Music to the Town hall and formalize the Board of music and dance. Those were the first years of growth and enthusiasm for offering a musical education to all citizens. That first year (early 80's) in the Primicias house more than 200 students. This illusion and joint educational promotion has already gone down in history, the Board of Trustees no longer exists and that only needed to update the statutes, what a pity.

In the Conservatory, before the pandemic, there were about 240 students, in elementary and intermediate grades, waiting for the management to extend working hours in some specialties so as not to have a waiting list. Right now, how many boys and girls have to travel to a neighboring town to receive music education. The music band offers musical initiation and when they are of age they do not have a place in the conservatory.

For many years that the City Council does not want to promote more Music, just the right thing, PA not to mention. Nor does it want to offer more musical education, nor does it help Entities to be able to offer it and develop their activity in better conditions.

In my understanding, with this declaration the administration, also the Municipal, must better serve and safeguard the musical culture of the people, not only of the band, but of all the Musical Entities of the municipality. How?

1) I think that musical entities that want to improve and progress formalize a Grouping of union and joint support for dialogue with the Administration.

2) Musical entities need more space. The City Council has to cede the Groove to the Musical Entities and the Entities request the aid-subsidy of reform-expansion of buildings to the Ministry of Education and Culture with the uniqueness that is the building where the daily activity of all musical associations takes place .

3) The City Council must return to collaboration agreements, also with Culture, as in Sports. They need stability and they don't have it with contracts. In Xàbia they are non-profit entities, and many volunteers. The entities would justify the amount received.

4) How in all the important towns of the Valencian Community, the Conservatories teach the Middle Degree and the Musical Entities with the Music School the elementary Degree. Develop an exciting four-year plan to further promote music and dance education to offer more culture and opportunities to youth. For sure, the objectives would be met and a positive transition would be achieved for the Conservatory and musical entities.

Finally, congratulate all the Musical Societies for the recognition and hope that at the local level, both the mayor and the secretary and auditor see the necessary actions and resources as an investment in education and culture and not as an expense.
