OPINION | The PP of Xàbia takes stock of the last exercise

The Popular Party of Xàbia closes the year making an annual balance of the politics of the popular group and the management of the socialist municipal government.

The inability to manage municipal money in recent years has come in handy, to have money and surplus to spare to cover the new needs caused by covid-19: Municipal investments have been replaced in:

• aid to alleviate the critical situation of the self-employed and companies through financial aid;

• fees have been eliminated and discounted; With the exception of the discount on the garbage tax for the hotel industry, which even though it was closed and without generating it, they had to pay it;

• Temporary jobs have been created for the unemployed and social assistance for families in need.

Los Populares, we have audited the municipal government, proposed and presented plenary motions, amendments to the gva's budgets, we have presented allegations, we have transmitted what the neighbors ask of us.

A.- Of the motions presented by the PP, during 2020 almost nothing has been done in 2021:
• Of the Gas Stations, nothing is known.

• The possibility of temporarily and exceptionally enabling the activity of pub-disco to that of cafeteria has not been planned, in case new restrictions of the COVID emergency are established. After what they have been through.

• Regarding the proposal to control landslides in La Cala Ambolo and the Measures to Regenerate the Del Tangó Beach / Pope. It is not that nothing has been done, it is that the situation has worsened.

• Regarding the motion for access to management by the opposition: nothing has been done, no matter how much we have asked, and the fact is that the municipal government believes that it is transparent because it accounts for things.

We continue to see the rest of the municipalities in the region, which have access to the electronic program and the information allowed is obtained, without hindering the work of any official.
We have requested an external report, since in the case of the Graull it is done, because here it must also be done.
They already say it, the files go from the committee to plenary session ... and quickly, otherwise the opposition has too much time to look at them. If they do that, how are they going to want to give us access to the manage?

• Of the recording and broadcast of plenary sessions. After noticing that we were recording it ... In the end that was done !!, but the only one who can be heard well is the Mayor; others are not understood.

• The motion of Gloria: to take preventive measures to: avoid or reduce the impact of floods, rains and maritime storms in Xàbia.

Regrettable Chulvi's refusal to take action. If you are so concerned about coastal SOS or sustainability, nothing has been done either, nor has a prevention planned for the next storm, with the money it costs to return the public and the private to your site, and that does not attend to reasons in this.
And the most regrettable thing is the Ministry of the Interior has denied aid to the Javea Town Hall for having submitted them after the deadline. So for now, the city council will stop receiving € 440.000 that would correspond to it for being one of the most affected municipalities in that storm.

From the PP we ask the government to take the calls seriously and work in a timely manner so that we do not lose more aid. At the first call for NEXT GENERETION European aid we have no longer presented ourselves, hopefully by March, all those projects that no one knows will be presented and will be eligible for European financial aid.

B.- From the PP, we have prepared amendments to the Generalitat 2022 budgets: to convey that Xàbia has needs and that they be incorporated into the GVA budget, and there have been 11 proposals:

1. Reconstruction of the groove building: building of musical and artistic associations
2. Access from the ap-7 motorway to Jávea
3. Unfolding of cv 734 (from Ramblars to the Bon Amb restaurant roundabout - Benitachell road); objective to facilitate entry access to the municipality and the future industrial estate, distribute traffic and avoid the queues of the passage and transit through Palmela avenue)
4. Genova street bridge over the Gorgos river
5. Bike path
6. The coastal path in Avenida del Mediterráneo: first Montañar
7. Expansion of treatment plant
8. Installation of the third phase epsar - integral water cycle
9. Pluvial canalization
10. Execution of the sanitation network: collectors and secondary network
11. Rehabilitation of the central cinema social center for municipal associations

C.- Regarding the balance of the socialist government of 2021 we extract that it can be governed and managed differently,
For the popular, governing is not making speeches in a plenary session, which have nothing to do with what is being dealt with, or to be throwing balls out; or remember what was done 15 years ago; or to oppose the opposition or to be told that they are in it.
When you come to the government you know what you are going for. And the bad guy, after 11 years governing, no longer works.

1º After the state of alarm, the government imminently pedestrianized the First Montañar road.

From a test and without the police reports, Y has remained definitive.
• without a Mobility Plan;
• Without having resolved the alternative communication between the sandy area and the port;
• and with the economic consequences that the port area has caused to remain isolated.
• For a year and a half, everything is the same, well ... only the fences have been put in place to protect the stones and the Montañar from the cars, but nothing has been done to protect the people who walk along the green road, of the cars.

It seems there is a proposal, but come on ... it must be Top Secret.

2º From the study for tourist rental housing, which was based on: "taking urgent measures to regulate the phenomenon of housing accommodation for tourist use, which is growing rapidly and whose oversizing in some areas may endanger a city model".

Nothing is known about that study, it has remained in the drawer. And they want to spoil this economic activity. But it should be known that:

1. These homes have their regulations

2. The problem of the summer is solved by enforcing our municipal regulations, having a protocol as we request, which is known by all who visit, rent or sail us, with rules of coexistence and with police presence.

3. But boy, we have neither protocol nor police. That is why the tourist rental has been a chaos in Xàbia.

3º The Agricultural Council has only been summoned once,

Actions have been missed in the sector, agricultural workshops for unemployed people, for crop changes, the land bank there is so much to do, that it would be an opportunity to take advantage of the agricultural sector as a professional venture. Of course ... signs have been made on the roads.

What is most regretted in this sector: is the lack of maintenance of agricultural roads (weeds and holes in the roads)
And that there is no plan for the 10 million m2 that will be transformed into agriculture with the future General Plan.

4th Another year without starting the procedures to achieve the third phase necessary to achieve the integral cycle of purified water for crops and gardens.

5th The Plaza Constitución car park continues with disabled spaces due to the damage caused by leaks to vehicles.,

We were told that this year 2021 would be solved, because we are the same or worse, with the new pedestrianization of Carrer Nou, without being able to park, in the parking lot with empty spaces and without running the waiting list.

Time has been had First to repair and secondly to have squares ready before pedestrianization. At the moment there is no where to park.

6th The Graüll school, this year it has not been possible either. And as a novelty we have an intervention report with discrepancies and a second external report has been requested to see if it interprets otherwise.

8th And we still have no company to undertake an outdated urbanization project for the Catarrojes industrial estate. This is firecracker, in a municipality of 27 thousand inhabitants ..

9º The garbage contract ended in 2018, it has been awarded in 2021. They have not started yet !!, We hope that between Easter and summer 2022 this will start at once.

• The technical specifications proposed by the government are insufficient, they do not cover 100% the cleaning and maintenance needs of a municipality like Xàbia. Examples:
▪ the frequency of sweeping and flushing the streets, cleaning the containers, or requiring individual shredders for pruning remains.
▪ Preventive cleaning in places with risk of flooding, cleaning scuppers, ravines ...
▪ When it is necessary to increase its workforce, the company has to request authorization from the Xàbia town hall, what need does the town hall have to control the hiring of staff from a private company?
▪ Or something very serious: that if the road surface of Xàbia increases, there will not be a contract review, we will fall into the same error again, in short, the quality of the collection and cleaning service will drop.
• The contract has been awarded without participatory meetings. If you asked about him, they were on it ... it has been so much confidentiality and secrecy that it has been zero participation.
• With the excuse of confidentiality, the opposition decided blindly and with two hours to review a project of thousands of pages.

10º Regarding the green and cardboard waste affected by the last fires, nothing official is known, only that they are working on it.

Due to the lack of explanations, it is clear that they hide from us what we all imagine.

◦ Hiding is useless, accepting that unfortunate events have occurred, of course, a consequence of mismanagement. We prefer the truth, to the umpteenth we are in it.
◦ What is unsustainable for the company is the price of the ton that we are paying, the business is unviable, it will be costing you money from your pocket to make the transfers to the transfer plant. So as on other occasions, with or without the approval of whoever corresponds, in Ramblars there has been a gap and fewer trips to do.
◦ We can ask for maintenance and surveillance. Only with that there are no more scares. But the solution is in the price of the ton and if the price of the ton of green is not regulated, this will be a fire of others that one day will come.
◦ That they spread or throw sand, but that something is done and the neighbors will stop breathing that toxicity of smoke. The houses without ventilating, you hang the clothes and you wash them again, asthmatics have a hard time, headaches. This is unbearable.
◦ As I proposed: They had to have bought shredders and put them at the service of the neighbors (what money is there). Those mountains of green I assure you that they would not be the same.

11º Regarding the pool, awarded the contract

• We abstained from not respecting the 2005 agreement, in which the GVA undertook to pay in full the cost of the works of the pool for a value of 6 million. And in this way in Xàbia we save 3 million euros. But here the government now has plenty.

• This agreement has been claimed by Chulvi in ​​motions, in electoral programs, by active and passive, he referred to as the historical debt of the Generalitat of the PP.

• And now that the PSOE governs in the Generalitat, it is no longer a historical debt, now with the PSOE that document no longer has any value. and they tell us that it is no longer a Convention. All for not paying the 6 million agreed.

The politicians finish governing, but the administration remains, and the Generalitat must fulfill its commitments no matter who governs.

We want the pool
1st We are not satisfied with the financing of the pool
2nd We are not satisfied with the award of the contract to this company.
3º And with the report of the municipal technician: there are reasons to worry.
Do you think that it is normal for the company with the lowest score to be the successful bidder and for an economic difference of € 83.000 to be awarded to the company with the worst score?
4th With what is happening in the auditorium, polygon, what can we expect from this award?

The PP, proposed that to prevent these situations: 1st who does the project, 2nd who does the work and 3rd who manages the service: that it be the same company. Now when it is running and the boiler does not work, because it is incorrectly installed, we will start looking for whose responsibility it is, who put it, who designed it ...
12¼. There is still no budget for 2022

• The spending rule for 2020 and 2021 was eliminated and with what was going to be spent in 2021, it allowed the municipal government to draw up budgets for 2022.

• We were convinced that 2021 was the year of investments and of big projects, of real projects, not announcements like so far. But res de res ...

• Well, let's hope they get them out, and that after 5 years without budgets, they will have a roadmap for 2022. Because without budgets there is no hiring of policemen, or personnel to streamline management.

13th For this reason, due to not having budgets, we said that Chulvi abandons the police and the security of Xàbia is undermined
• Chulvi has two problems to guarantee the citizen security of Xàbia:
◦ 1st, that we need to have more police officers and a greater police presence in the streets.
◦ and the 2nd, that the police officers that we have do not go to other municipalities.
• Xàbia, does not have a sufficient number of police officers to cover the needs of the entire municipality, and security is not guaranteed.
• These two problems are well known to Chulvi, for years and he has not done anything to solve them and now what happens? that it can no longer solve them because without municipal budgets it cannot be hired, but it does not improve salaries either.
While these problems are not solved, the police workforce will decrease instead of increasing, citizen insecurity is growing in Xàbia and the only competent and knowledgeable municipal government of the situation must wake up in management and do what is fair to solve it.

14th “The abandonment of xàbia has been normalized” and we have an environmental problem

1st Another year and abandonment continues to normalize and we continue to drag out important problems that should already be solved: such as the Arenal floods, cleaning, proper maintenance of beaches, gardens, parks, sidewalks, green spots, Ramblars, sanitation and the treatment plant.
2º Cleanliness and that image of Xàbia Neta are missing, and many spaces are maintained thanks to the selfless collaboration of volunteers.
In the Montañar, when you have a while you can go to remove wipes and debris, there is always !!!, the neighbors do it even without making appointments; in a short walk you fill a bag, another day another… .. the spillage of wipes does not stop, and there is still too much debris, stuck in the undergrowth.

3rd It is the most repeated citizen claim to the socialist government. Cleaning ravines and green areas must be taken seriously, the safety of your neighbors is not guaranteed, who feel panic due to lack of maintenance that a spark "will blow everything up."

4th But we have a serious problem with discharges.

A.- And it is incongruous that the government does not rule on

1º the discharges that are leaving their mark on the entire coastline: “there are discharges controlled by the municipal government, but they are totally uncontrolled, environmental damage is being done:

or where is the campaign to combat the new plague of wipes ?. And separate the stormwater networks from the sanitation? and that they are a bomb for the coastline;
Or there is the problem of the breakage of the Arenal outfall, we have the Arenal outfall that 10 years ago was 1200 meters away from the coast and now we have it 500m from the sandy beach. But what are they waiting for to fix it?
or there are houses on the seafront, where they still do not have sewers.
o The stagnant and smelly water in the Gorgos river, the discharge from the pumping station of the treatment plant, continuous losses and leaks from the sewers that pass through the river.
o And with all this they come and plant a black flag for us, well, let's see who is the brave one that discusses it.

2nd In order for the Mayor to appear later with an SOS, the Councilor comes announcing a plan to protect the coastline, we still do not know what measures they are going to take and here this summer you can count on one hand the times that the jet ski has left to the sea and while the outfall pouring 500m from the coast, and as the treatment plant is not enough, they open the gate and all the sewage to the sandy beach and all scattered on the sand of the beach, unhealthy, filthy and lack of foresight,
but is that being sustainable ..?

All concerned about the posidonia, and 3.000 people a day applying cream and water, what happens, that does not affect the posidonia? Neither to the water ?, nor to the marine fauna.? All squeaking from the wipes, and the sewers are full? Where is the work to raise awareness among the neighbors?

B.- On the other hand, they do pronounce on recreational nautical activities;

Or well, to protect the Posidonia you have to install buoys and have a buoy reservation application.

o The mayor promised them, and has not put what is needed; The boats have the information, they know where they can and where they cannot anchor, but of course there will always be one that goes at 100km / h along the beach, because there the same and it bothers everything.

o And regarding the reserve of buoys, they do not pay us any attention.

C.- So, the PP, which is concerned about the situation of the Gorgos river and the coast of Xàbia, for its maintenance and regeneration, because in a motion it asked the plenary session for an investigation and study commission,

o To find a definitive solution to the continuous mistreatment of the river and the coast of Xàbia.
o Faced with the opposition of the matter, Chulvi turned it around, this commission was transformed into a working group that will maintain the initial premises and will be extended to all the sanitation of Xàbia.
o Due to the seriousness of what is happening, it was requested that the commission work be completed before the end of this year 2021, thus taking measures and acting urgently.
o Well, nothing ... we are still as at the beginning, waiting and preparing the tender for a company to review the entire sewage system in Xàbia.

15th We also ask for a plan for the restoration and ongoing maintenance of public buildings

1º The municipal government must maintain the municipal public spaces, and in Xàbia no intervention has been carried out: in restoration, in maintenance and in the painting of its facades for years.

o As is the case of Soler Blasco Museum, its blackened rough wall, or the case of Ca Lambert, Municipal Market or the Calvary Chapel, where uncorked walls, humidity problems and hanging herbs damage the structure of the building and its image.

o In Casa Candelaria, due to the risk of collapse and its health problem. Here we already assume that it will be in 2022. In the same case there were the works to improve Arnauda's riurau. (bathrooms, the press)

o The last thing that was done in a municipal building was in 2018, when the PP required the municipal government to maintain the Central Cinema or at least to repair the uncorking on the façade walls and the poor condition of the building's doors.

2º In the same way, it is not acceptable that the new urban planning regulations, approved by the socialist government, require our neighbors how our windows should be, which are made of wood, that the blinds are roller shutters, or that to paint our facades we go through numerous authorizations. And on the other hand, that the municipal government does not give an example in the municipal buildings of the helmet.

3º The technical regulations of buildings must be applied, and if the municipal property is in perfect condition, it will positively transcend the rest of the private properties;

4º The best way to promote the tidying up of private buildings is for the City Council to promote a local plan for the restoration, maintenance and painting of facades, to which residents can choose in order to encourage the repair and painting of private homes, and Even with that, business activity in the construction, painting and renovation of buildings sector will be encouraged. But nothing.

16º The works that the Department of ports plans to carry out will be a goodbye to the tango cove

Right now, Xàbia is just one step away from losing the Tangó Creek as we know it.
- It is a problem that has been on the table for years and in 2017 the Department already announced the regeneration of the Tangó beach.
- In 2020 the Popular Party, proposed to regenerate and recover the coves of Tangó and Ambolo, as they are emblematic coves of Xàbia and closed, so that they do not disappear. The proposal was approved, but nothing has been done since.
- And now comes the Department of Territorial Policy and instead of fulfilling what was promised, with the new works the Cala del Tangó will be permanently eliminated, to put containment and reinforcement stones in the wall and the Tangó is finished forever.
What happens to the Conselleria and the socialist municipal government of Xàbia? Do they live in different worlds?
Chulvi has not demanded from the Minister what they promised us in 2017, or what we promised in a plenary session of August 2020, a little call ..., that they sit together in the Corts ... (we are already the same as the pool agreement)
1. We have a problem with beach regression and landslides. It is essential to have enough meters of beach so that storms do not destroy the coast.

2. And since the beaches no longer regenerate naturally, with the contributions of the river. Well, it will be necessary to protect artificially or as naturally as possible. (Fifth (Zaragoza), flooded municipality, and desperate to have the gravel removed from the river, and here we lack gravel….)

3. And if this is not done, we must assume that the sea has no limits and will reach homes.

4. In Xàbia, there is nothing left of the Pope, and the Gravel is decreasing and there is nothing left of those stone mountains of the first Montanyar.

Neither the Councilor nor the Mayor clarified anything, we asked the Councilor some questions to find out first-hand what is going to happen.

5. The Department of Territorial Policy and Public Works answered the questions and Chulvi and Arcadi: they get out of the problem without answering and without solutions.
Their answer has been to repeat the same statement that they made in September: that an economic, competence and environmental feasibility study will be carried out on the regulation of Tango-Pope.
6. But if the study, they already have it in the approved works project, they only had to suspend the award of the works and what they did was award them, and in October the Ministry did not accept the justification of the company for the low amount abnormality.

7. So we are between either they award it to Licuas SA or nobody knows if they are reconsidering the alternatives.
The PP asks to regenerate and maintain the Cala del Tango-Pope and all those beaches in which a regression of the coastline is taking place before they disappear due to lack of maintenance.

17º And the same has happened with the emergency works of the port slope

• The city council did not have the project, and nobody knew that a sidewalk would not have continuity.

• That they go and tell the neighbor that in order to put a fence in his house, he has to set back, give up that land at a notary for road use and make a sidewalk of more than one meter. Who should set an example does not ...

• The work has been beautiful, but it does not make sense that they make a staircase and a railing that is worth a fortune and that nobody can use, only for the exclusive use of the gardener who will take care of a few closed meters of an olive tree and two plants.
If that stairway and railing cannot be used and the garden cannot be accessed, then they could have set back the slope and gain that space as a passage and sidewalk area that is used by pedestrians. Cheaper and more useful of course.
In Xàbia, the theme of the sidewalks in the Port and Arenal, broken and raised. Continuous falls.
• Well ... And right there a few meters away, the weapons shelter is still propped up, the one that was supposed to be fixed 3 years ago ...

18º Finally and very worrying is that Xàbia already needs to plan a change in the productive and economic model

We stick to what we said, and that is that our economic model is one step away from closing the cycle, needs change, the pandemic has shown us that we are very fragile and economically dependent on an unstable sector.

Right now with a future general, unmanageable plan, the inexistence of an industrialized and technological park, the obstacles, and the blockade of entrepreneurial initiatives…. What is being done to prevent economic stagnation in Xàbia? Or why are our young people leaving, why is it not started or why do they not live here? (in Dec areas, provisional licenses or an implement shed ...)

• We must create a strategic plan, with measures that plan alternatives to construction, tourism, the service sector, let's stop looking the other way, there are people who want to undertake, and there are those who do not want to depend on aid from the State and Xàbia has resources.

• We have wasted resources, we have a local human potential, trained and prepared, which is leaving us, and which is magnificently welcomed in other municipalities.

• A municipal government that has been governing for more than 11 years, that has not done anything to solve the housing problem, that has not managed social protection, social rent, or sheltered housing ... How can they not Our young people go, if they can't have a house in their town?

• Measures must also be taken to avoid the abandonment of the 8, 9 or 10 million (each time they tell you an area) of meters of urban land that will be incorporated into the existing agricultural land, and therefore it is necessary to start with the promotion of agricultural sector, of local products.
• An improvement and revitalization Plan of the historic center must be urgently implemented to recover homes and businesses, and that's what being sustainable is all about.

• Do not miss more opportunities such as educational centers, sports schools, residences for the elderly, and all the positive that they would generate in Xàbia.

• It should be taken seriously to develop an eco-efficient, technological and fully integrated industrial park in our landscape, as well as to fight so that the Department does not reduce the planned industrial land;

• It is necessary to get Xàbia to expand the offer of professional training, which can be the headquarters of universities and congresses; promote the Central Cinema; promote sports and create a sports and high-performance city.

• And more than ever, measures are needed to consolidate an orderly and calm tourism, set the premises to prevent tourism from harming Xàbia and its residents and carry out a local Plan for beaches and for the regeneration of those that have been lost.

These proposals are necessary for the future of Xàbia, but after almost three years of legislature we continue proposing to the Chulvi government, and he does not see it.

Nothing that generates entrepreneurship has been executed.

Enough of not having a vision, of not planning a future, of not worrying about the best social policy that is employment, because at this rate, for those of us here, it is of little use to us having the most expensive homes in Spain in Xàbia, because neither expensive nor cheap can we buy them.

Ultimately

This year has not been easy either and the functioning of the government has been affected by external factors and by the improvisation of not having a marked roadmap of what it wants to achieve in a year.

And the years pass and we are the same as the previous one, we go so little by little, the most important and most expensive projects that Xàbia has, have so many inconveniences (auditorium, Triana, industrial estate, swimming pool, garbage, Ramblars, sanitation, treatment plant).

Xàbia is still neglected ..., we continue to put aside favoring professional entrepreneurship, we are not preparing to get out of this as attractive and comxicotetive as possible and finally to say that I expected so much from 2021, I thought it was the year of investments, At this time, it is also not known what is planned to be done for next year.
