At the Board of Spokespersons held yesterday afternoon Friday in the Javea Town Hall 20 measures were agreed, contributed by all the political groups with municipal representation, with which the City Council will socially support people who are precarious due to the coronavirus crisis and will promote the economic reactivation of the municipality.
The pact, signed by: José F. Chulvi, Mayor of Xàbia, Isabel Bolufer, spokesperson for the Socialist municipal group, Rosa Cardona, spokesperson for the municipal group Popular, Juan B. Ortolá, spokesperson for the municipal group Ciudadanos por Jávea, Vicent Colomer, deputy spokesperson for the municipal group Compromís and Enrique Escrivá, spokesperson for the municipal group Ciudadanos, agreed as follows.

The days we live test our resistance, as individuals and, also, as a society. At this point there is no need to re-influence the dimension of the health, social and economic crisis we are experiencing, and the consequences it will have, at all levels. Nor can we question the type of response that will be requested from each and every one of us.
When this happens we will have to get down to work in an unprecedented social reconstruction. And partial victories or selective recoveries will not count. We must achieve this without any being left behind. Because otherwise, that won't do any good.
Neither can we allow the coup to be stopped by the usual, workers and grassroots workers, the self-employed and the small entrepreneurs who play it every day to keep the economy active, create wealth and jobs. Or families, who are the safety net of so many people. Neither the young, the elderly ... The public authorities cannot allow the bill to return to the table of the most vulnerable.
You already know that a chain is as strong as its weakest link. It is the hour of generosity and union.
We can be satisfied and grateful for the attitude of our people in these weeks of alarm. It has been an example of meaning, respect and solidarity. Compliance with the norm and helping those who needed it.
Health and safety professionals, volunteers, public workers, companies and citizens have played an admirable role. And they have shown once again that this people always responds.
Also all the political parties represented in the Town Hall. Every time we have faced a public emergency (fires, floods, storms ...) we have managed to respond to one: providing solutions and offering help each one of us in our plots of responsibility. And we are sure it will be the same in the future. Our union right now is the best guarantee for Xàbia. Now more than ever the neighbors have to have a voice next to their Town Hall.
The current financial situation of the City Council allows promoting an economic and social recovery planFor this, we are going to mobilize the necessary resources to help our business fabric to revive.
Also the public company AMJASA is in a position to give an answer and for such, has created a million euro social fund.
We are going to ask that the Government of Spain allow in the municipalities dispose of your surplus. Exceptional situations call for exceptional measures and citizens would not understand that we did not do so. For its part, it is not only about activating social aid lines and companies, but also being sensitive to the situation our neighbors are experiencing and accommodating the pressure of rates and taxes in that reality. We have to find a balance between the need to maintain public services - today more than ever - and the situation generated by the COVID-19 crisis.
And we have to make an effort to make economic recovery in the town a reality as soon as possible. We will achieve this by being with the companies and encouraging their activities to return to normal: the tourist campaign will be difficult, but we cannot give it up for lost. The works have to be carried out again within the previous normality, the services ...
Later, perhaps, it will be time to consider the strengths and weaknesses of our model. And ask ourselves what we have to do not to accuse the economic movements in such a pronounced way. But that will come.
Now is the time to act on the here and now. And on an immediate tomorrow full of challenges.
Measures:
For all the above, the political groups that make up the municipal corporation agree:
1. Strengthen emergency aid and provide the department with social services the necessary financial and human resources.
2. To approve a plan of direct aid to the economic sectors affected by the decree of state of alarm.
3. Approve a Social Program for the occupation.
4. Approve an aid plan for the maintenance of employment to be implemented from September.
5. To request the Government of Spain and all the groups with representation in the Congress of Deputies the authorization to allocate part of the surplus to economic recovery plans.
6. Launch a promotion campaign from the tourism department to reinforce the presence of national tourists.
7. Support the associations of merchants and restaurateurs to launch a campaign to promote the consumption of local products and purchases from businesses in the municipality.
8. Suspend the payment of the Public Road Occupation rate from March 14. Study and apply the corresponding returns.
9. Suspend the rates of the municipal children's escoleta, sports services, cultural services, etc ... and all those who have not been able to provide.
10. Extend in those cases where possible the payment terms of taxes and fees.
11. Approve at the General Meeting of AMJASA the Social Fund to help pay for water bills.
12. Activate a crash plan to the technical office to accelerate and unblock licenses for work, activities and return of guarantees.
13. Review the protocols of citizen service, reinforcing and implementing telematic channels, without logically abandoning face-to-face care.
14. Create a Working Table with the participation of a representative of each political group and the representatives of the Xàbia merchant and restaurant associations.
15. Convene weekly spokesperson meetings to follow up on all issues related to economic and social recovery plans.
16. Begin the study of all municipal taxes and tributes to determine modifications of ordinances that would allow aid, bonuses, etc ... by 2021.
17. Start of study of measures to be taken throughout 2021.
18. Study the possible reduction of urban rates and taxes.
19. Study the possible bonus of the rate of opening of activities.
20. Work to diversify our production model and our economy, promoting as a first step the development of the Industrial Estate.
