The Valencian Community will not open schools when entering Phase 2 and will continue with distance training

The Minister of Education, Culture and Sports, Vicent Marzà, has participated by videoconference in the Sectorial Conference on Education convened by the Ministry of Education and Vocational Training with the heads of the autonomous communities and in which he has presented the specific measures that he will propose to the representatives of the Valencian educational community regarding the completion of the current school year.

The head of the Consell has indicated that when phase 2 of de-escalation is activated in the Valencian Community, non-face-to-face distance training will be maintained on a daily basis until the end of the course as marked in the school calendar.

With respect to the first announcement made by the Central Government in which it was indicated that in Phase 2, the boys and girls of the infant stage (0-6 years old) could go to schools if the parents worked, Marzà has indicated that in Valencian territory the classrooms and educational centers of this educational section will not open until the next school year 2020-2021; a determination that is made after having analyzed the situation with the different agents involved in this educational stage.

From Education it has been indicated that "at the moment in which phase 2 of de-escalation is activated we will find ourselves in a context of sanitary emergency and not in a new normality. This new normality will come facing the next course ".

Specifically, with regard to private 0-3 nursery schools, it must be remembered that Education of the Generalitat is paying the centers the funds corresponding to the children's bonus even if the students do not attend, to help alleviate the economic losses generated by the closure such as consequence of COVID-19. If these nursery schools opened, they would automatically stop receiving the Education aid established by the alarm state.

From Education point out that municipal nursery schools and private nursery schools from 0 to 3 years old may open from June 18, provided they guarantee the conditions established by the health authorities at that time, for other activities for the holidays summer.

Course-2020 2021

The Ministry of Education and Vocational Training and the CCAA create a working group to address the development of the next academic year 2020-2021 based on the evolution of the health crisis caused by COVID-19.

The working group will address various aspects such as school organization adapted to the pandemic, the didactic programming of courses and areas, the technological endowment and the reinforcement of digital competence, and the monitoring and support of distance learning activity.

The guidance document, which should be produced before the summer holidays begin, will take into account three possible scenarios:

1.- That the evolution of the pandemic allows the educational activity to be carried out in person in educational centers without the obligation to maintain interpersonal distance.

2.- That the evolution of the pandemic continues forcing the maintenance of interpersonal distance in all educational centers as a preventive measure to avoid contagions.

3.- That the evolution of the pandemic prevents the development of face-to-face educational activity at some point in the 2020-2021 academic year due to some outbreak of the disease that forces confinement again.

In all cases, it will be necessary to adapt the curricula and the schedules of the courses, areas and subjects to pay special attention to the fundamental competences and to recover the deficits caused by the important alteration that caused the abrupt suspension of face-to-face educational activity in March 2020.

If the evolution of the pandemic continues to force interpersonal distance and it is therefore not possible for all the students from the same group and educational stage to be concentrated in the same classroom, it would be necessary to adopt measures such as optimizing all the spaces of the educational center, combine face-to-face activity with distance learning or adapt schedules to meet established health conditions and ensure continuity of training.
