The admission process for students for the 2020-2021 academic year will be done electronically

To mitigate the effects of the health emergency caused by COVID-19 in the area of ​​education, the Plenary of the Consell has approved a decree-law of urgent measures that establishes the adaptation of the necessary mechanisms for the preparation and implementation of March of the next school year, as well as aspects related to the continuity of educational services affected by the suspension of face-to-face classes this year.

According to the admission of students for the 2020-2021 academic year, the decree law incorporates the normative provisions necessary to adapt the admission process to the exceptional and confinement circumstances derived from the state of alarm; The participation of the collegiate bodies is adapted, and the areas of influence in force in the current course are extended for the next academic year for the purpose of schooling.

The admission procedure in the Early Childhood, Primary, ESO, Baccalaureate and FP stages for the next academic year 2020-2021 will be processed electronically, to avoid face-to-face procedures. For people who do not have electronic means, the Ministry, to guarantee assistance and access for all families, will set up customer service points.

Nursery schools for 0-3 years

On the other hand, and to ensure the promotion of schooling in the first cycle of Early Childhood Education, the decree law provides extraordinary aid for both private 0-3 year-old nursery schools and municipal nursery schools for the same amount as receive with the Children's Bonus.

The purpose of this measure is to contribute to the maintenance of the network of educational centers from 0 to 3 years old, to guarantee, when the temporary suspension of face-to-face educational activity is lifted, the offer of subsidized school places for the continuation of the school year and the start of the 2020-2021 course in this educational stage.

Language programs

Likewise, an extension of one year is established in the implementation of the Multilingual and Intercultural Education Program (PEPLI) in ESO, Baccalaureate, FP and Adult Training, in order to carry out the 2020-2021 course as provided by Law 4/2018 , of February 21, of the Generalitat.

Therefore, all the Secondary, Baccalaureate, FP and FPA educational centers of the Valencian educational system, during the next academic year 2020-2021, will maintain the same language programs that have applied this course.

This extension is adopted because the containment measures in force to deal with COVID-19 make it impossible to prepare, modify and approve the language projects of the center (PLC) before the admission process. It is considered essential to guarantee the participation of the members of each school's school council in face-to-face conditions to carry out the voting of the PLC by a 2/3 majority and this condition is currently unfeasible.

This circumstance, as well as the extraordinary tasks assumed by the management teams and by the educational community as a whole, derived from the temporary change to the distance learning model, make it advisable to extend the current language center (PLC) projects and modify them. of the calendar of application of the mentioned law.

School transportation

Another relevant aspect of the new rule is that, despite the temporary suspension of face-to-face academic activity, the students who receive the individual school transport aid receive their full amount.

The Ministry will pay families all the individualized school transport aid granted for the 2019-2020 academic year for students who cannot be included in any of the authorized collective transport routes and who are enrolled in second cycle Early Childhood Education (3 to 5 years), Primary or ESO and Special Education, in public centers dependent on the Generalitat.

This measure is adopted because it is understood that the beneficiaries justify the fulfillment of the purpose for which the aid is granted, although the days of not attending class, during the period of suspension of the face-to-face educational activity as a consequence of the health emergency, suppose more than 20% of the total days of the school year.

Concerted centers

Finally, and to guarantee at the beginning of the 2020-2021 academic year in the concerted educational centers, the provision of resources for educational inclusion and the fight against school drop-out is maintained for the next financial year, in the form of extraordinary direct aid. Action program for improvement (PAM) that they have received in the current course.

Likewise, a second direct extraordinary aid will allow to consolidate for the next academic year the endowment and the teaching positions granted to the education agreed in the call of the PAM for this course. In total, this double line of aid from PAM amounts to an investment of 15,48 million euros.
