Administrative disagreement: these are the reasons that do not allow improving road safety on the CV-742

For years, the residents of Tosalet and the urbanizations have been waiting for an answer, or rather a solution, to the lack of road safety on a section of the Portitxol highway. Specifically, it is from the intersection of Esparta street to Flor de Neu street.

The neighborhood request is to install zebra crossings in this section of the CV-742 because it is impossible for them to cross on foot to the other side of the road, either to go shopping or go to school. In addition, the residents point out that driving on the shoulder puts the safety of pedestrians on this road at greater risk.

Faced with this claim, the Provincial Council of Alicante, responsible for this road, proposed carrying out an Informative Study to improve road safety for vulnerable users between the kilometer 3,200 and 5,200 section. But the lack of agreement between Town hall and Diputación before the proposed solutions has caused the Informative Study to be dismissed.

Proposals from the Provincial Council of Alicante

In the report of the provincial administration it is indicated that as it is an Informative Study (EI) "the solutions of the executive project of the works are not the object at this moment of the Informative Study, but what is relevant is the layout of the road and its proposed road section/sections, as well as the effects on individuals and municipally owned infrastructures that exist in said road section".

Thus, the following arises:

Integrated

  • A 15-meter road extension incorporating land belonging to the garden area of ​​the El Tosalet Urbanization. This fact would lead to the creation of a shoulder that is practically non-existent at present, in some sections, and of the sidewalks with recesses for the creation of pedestrian crossings, although according to the report, this solution would require a more detailed analysis.

The Informative Study proposes three solutions according to the road sections:

  • 1. Prohibition of left turns: in the section between the roundabout of the Consum supermarket and the roundabout of the Saladar supermarket, the suppression of left turns is proposed, a solution that is considered correct as there is an interdistance of approximately 800 meters in the connecting rod formed between both roundabouts, although it is It is true that at present it is appreciated that there are numerous infringing behaviors that do not respect the current prohibition of turning to the left, for which reason the current limitation should be reinforced.
  • 2. Eliminate the intersection Calle Esparta: in the section located between the Saladar supermarket roundabout and the junction with Esparta street, left turns are limited except for the turn to the Saladar shopping area, in the direction of Cabo de la Nao. In the Study proposal, turning to the left at the junction with Calle Esparta would be prevented, which would mean that turns to the left must be made at the roundabout of the Saladar supermarket.
  • 3. Limitation of turns: In the last section located from the junction with Calle Esparta to the end of the action (past the Toscamar real estate complex), certain turns to the left are allowed.

  • The junction with Calle Flor de la Neu and Calle Orquídea should be solved by properly integrating the sidewalks of the pedestrian crossing with the proposed solution.

Position of the City Council before the proposals

The proposals made by the Provincial Council do not have the approval of the local administration.

On the one hand, the Department of Public Highways does not consider the premise of eliminating the intersection between Calle Esparta and the Portitxol road to be correct. "We consider that this point is quite useful and gives direct access to other areas of Xàbia thus avoiding saturating the Portitxol road with traffic", have indicated municipal sources.

On the other hand, from the department they have stated that one of their proposals was to paint the pedestrian crossing that would be located right in front of the pharmacy, where the recesses on the sidewalks already are, "but the Provincial Council did not accept it."

Even so, from the Consistory they point out that this road is owned by the Provincial Council of Alicante, so it is the one who must determine what definitive actions to carry out to improve road safety.

Other road widening solutions

Likewise, from the Diputación de Alicante they state in the document on the types of section that:

  • -The 12-meter section defined in the planning is very tight for the incorporation of a non-motorized mobility itinerary (bike lane type or similar).

Given this, the Provincial Administration proposes that it be studied and analyzed ("since the PGE is in the process of approval"), "the planning of the urban and developable border for the Natural Protected Rural Zone - Saladar humid zone for the realization of a Road Green for non-motorized traffic that contemplates, among other things, the bicycle lane proposed in the Informative Study, thus freeing up soil on the road that would be useful to improve the dimensions of the platforms intended, on the one hand, for motorized mobility and on the other to pedestrian mobility".

Thus, between some proposals and others, the lack of agreement has led to the withdrawal of the Informative Study carried out by the Provincial Council. And once again, the historical claim by the residents is waiting for a solution.
